Toni Kilpatrick, Principal

Toni Kilpatrick is excited to return to Manchester Middle School as Principal. Mrs. Kilpatrick is a graduate of George Mason University, Mary Baldwin University, and the University of Richmond. Mrs. Kilpatrick began her teaching career as a history teacher at Matoaca Middle School and Manchester Middle School. Additionally, she has previously been an assistant and associate principal at Robious Middle School and Dean of Students at James River High School. Most recently, she was the K-12 History Specialist for Powhatan County.

Outside of her professional life, Mrs. Kilpatrick and her husband have two children who keep them busy. In her free time, she enjoys time spent with family, especially if it’s at Disney World!  When she isn’t being a wife, mom, or school administrator she is journaling, focused on fitness, or relaxing.

Mrs. Kilpatrick firmly believes that children and the experiences they have at school are of the utmost importance. She additionally believes that kindness and PARTNERSHIP between schools and families are paramount to the success of students.  Each student is expected to maintain our core values of respect, organization, accountability, and resilience, and every parent is encouraged to become a member of the Manchester Team by joining the PTO, attending school events, and/or being a volunteer. Together, we can make a positive impact!

Scott Fortune, Associate Principal

Mr. Fortune rejoined the CCPS team in 2019 as an Associate Principal at Manchester Middle School. He previously taught US History and US Civics at Falling Creek Middle School. Mr. Fortune began his career in administration at L.C. Bird High School as the Dean of Students. He became an Assistant Principal at Fairfield Middle School (HCPS). Two years later, Mr. Fortune was thrilled to rejoin the CCPS team.

Mr. Fortune received his Bachelor of Science degree in Public Administration from Virginia State University in 2001 and his Master of Education degree from Regent University. He received an Education Specialist degree in Educational Administration from Liberty University.  He served our country as a member of the United States Air Force.

Todd Romer, Assistant Principal

Mr. Romer joined the CCPS Team in 2007 as an Administrative Assistant at Swift Creek Middle School . Previously, he taught classes that included students with special needs at Short Pump Middle School (HCPS) and Powhatan High School (PCPS). Mr. Romer also spent time after school hours coaching wrestling and baseball. For the past 10 years, Mr. Romer has worked at Manchester Middle School as an Assistant Principal.

Mr. Romer earned his Bachelors of Science Degree in Psychology from Longwood University in 1997 and continued his education by obtaining his Masters of Education in Special Education in 1998. After a few years of teaching, Mr. Romer earned his Post-Masters in Administration and Supervision from Virginia Commonwealth University in 2001.

Ashanti Anderson-Oliver, Dean of Students

Ms. Anderson-Oliver joined the CCPS Team in 2024 as a science teacher at Manchester Middle School. Previously, she was an administrative aide and Biology teacher at Hermitage High School (HCPS). Previously, she taught math at The Academy At Virginia Randolph (HCPS). Ms. Anderson-Oliver also served as a cheerleading coach for 6 years.

Ms. Anderson-Oliver earned her Bachelors of Science Degree in Health Sciences with a concentration in Health Studies and minor in Biology from James Madison University in 2015. She continued her education by obtaining her Masters of Education in Secondary Education in 2020. Ms. Anderson-Oliver then earned her Post-Masters in Administration and Supervision from Longwood University in 2024.
